This is a HUD-funded, tenant-based voucher program for persons or families who have struggled with chronic homelessness and suffer from severe and persistent mental health issues. It allows qualified individuals/families to receive rental assistance in the unit of his/her/their choice, as long as it meets HUD's Housing Quality Standards. This assistance travels with the tenant and can be transferred anywhere within the city limits of Sioux Falls.

Shelter Plus Care clients must agree to participate in case management provided by Southeastern Directions for Life. To qualify for this Program, applicants must be literally homeless (i.e, living on the streets, in a car, in an emergency shelter), and they must also have a severe and persistent mental health issue. 

HOW DO I APPLY?

Shelter Plus Care is a referral-based program. All referrals must be sent to Sioux Falls Housing through South Dakota’s homelessness management information system called Coordinated Entry System (“CES”). CES is a waiting list system for the Shelter Plus Care program, as well as other housing programs in the Sioux Falls Area. 

To access Coordinated Entry, there are a few options:

2. Contact Interlakes Community Action Partnership (ICAP): 605-334-2808

3. If you are already connected with Southeastern Directions for Life, contact your caseworker and mention the Coordinated Entry assessment. 


No applications will be accepted without a referral from Coordinated Entry


Sioux Falls Housing cannot guarantee that you will be referred for Shelter Plus Care or any other program. Sioux Falls Housing also cannot guarantee the timeliness of a referral for Shelter Plus Care or any other program. A referral does not signify approval for the program; you will still be required to complete the application process.
