Sioux Falls Housing and Redevelopment Commission (SFHRC) administers seven tenant-based housing programs that are funded by the U.S. Department of Housing and Urban Development (HUD). Our programs provide rental assistance to eligible, low-income families within the City of Sioux Falls and Minnehaha County. Monthly rental subsidies enable households to rent decent, safe, and sanitary places from private landlords. In turn, our programs provide tenants greater choices of where to live. OWNER BENEFITS AND ADVANTAGES
Many owners and property managers appreciate receiving monthly rental assistance payments. With our programs, rental subsidies are mailed directly to owners on the first working day of the month. The owner maintains normal management rights and responsibilities like rent collection, enforcement of lease terms and conditions, tenant selection, and lease termination for a lease violation. Owners may also collect the same security deposit amount as they would from tenants open-market tenants.
Since our programs require minimum housing quality standards, participation in these programs can also help owners to maintain property resale values and expedite future lease-up of units.
Participant Benefits
This program is successful because it provides participants with opportunities to choose the type of rental unit and neighborhood that will best meet their family’s needs. Unlike project-based housing assistance, which requires families to live in specific units to receive rental subsidies, tenant-based assistance like Section 8 follows tenants when they move. This flexibility allows many participants to pursue jobs and schools, reunite with friends and family, and move out of unsafe situations into safer neighborhoods. As such, owner participation is essential to realizing these opportunities.
